Senior Vice President of National Security Policy Jamie Barnett, Jr., RDML USNR (Ret.), recently (2009-2012) served in an IPA assignment as Chief of the Federal Communications Commission's Public Safety and Homeland Security Bureau (PSHSB). In comments to Defense News, he reacted to the failure of cyber security legislation to make it through the current lame-duck session of Congress. #CyberDoc pulls together analyses by top thinkers in the cyber realm, with the goal of deepening the discussion surrounding a national cyber doctrine—a doctrine that has yet to be articulated. Acknowledging the frequent comparisons between today’s efforts to establish a cyber doctrine and the Cold War-era challenge of formulating nuclear policy, #CyberDoc probes the question of whether useful parallels exist. It examines the problem of attribution in a world in which cyber actors can easily cover their tracks. It also analyzes the meaning of concepts such as “preemptive strike” and “first use”— and even “war” itself—in the cyber context. The challenges are many, and the editors make a strong case that policy solutions are overdue.
