The activities of the NSHPC are guided by a policy advisory board composed of internationally recognized leaders in public health, biotechnology, health policy, and national security. The Center is affiliated with the Institute for Strategic Threat Analysis and Response (ISTAR) of the University of Pennsylvania (UPENN).
