It's Time For Goldwater-Nichols II Thursday, December 9, 1999 Featured Speaker: The Honorable Sean O'Keefe Since 1986, the Department of Defense has wrestled with implementation of this seminal legislation to create a more "joint" environment for national security operations. In that time, several issues have surfaced—among them, technology advances—that suggest it is time to update the initiative and consider amendments to the underlying Goldwater-Nichols National Defense Reorganization Act of 1986. Mr. O’Keefe suggested changes to the Act as a means to prompt dialogue on the proposal. Sean O’Keefe currently is a professor of business and government policy at the Syracuse University Maxwell School of Citizenship and Public Affairs. President George Bush appointed Mr. O’Keefe as the Secretary of the Navy in July 1992. Previously, he served as Comptroller and Chief Financial Officer of the Department of Defense, was a member of Secretary Dick Cheney’s Pentagon Management Team, and served on the U.S. Senate Committee on Appropriations staff for eight years. He was also Staff Director of the Defense Appropriations Subcommittee.
