Potomac Institute for Policy Studies Senior Fellow Amb. David Smith writes in a recent issue of the Georgian magazine Tabula that international reaction to Israel's raid on a Gaza-bound flotilla deserves closer scrutiny. While the stated aim of the flotilla was to deliver humanitarian aid to Gaza, Amb. Smith argues that its arrival in port would also have opened an unimpeded sea lane that could serve as a conduit for arms.
