Potomac Institute for Policy Studies Research Fellow CDR Derrick Busse, USN (Ret.)  is a national security analyst and former Chief of International Strategy on the staff of the Chief of Naval Operations in the International Engagement Division.  In comments to Hearst Television stations, he responded to questions about the strategy the US and allies are pursuing in Libya.  Busse says the overriding aim may be to "buy time" for the rebel forces.
