Potomac Institute for Policy Studies Senior Fellow Amb. David Smith (Ret.) is the Director of the Potomac Institute Cyber Center.  He is a cyber security and cyber policy analyst, and a former US arms negotiator.  In comments to Government Computer News, he looks at competing cyber security bills now under consideration on Capitol Hill.  Bills introduced by Senator Joseph Lieberman and Senator John McCain both have strengths and weaknesses - and some notable omissions, Smith says.
