Since the establishment of the UN, many of the new or changed political entities created in the name of "self-determination" contributed to terrorism, as well as to civil and international wars. The current expanding trend of separatism and fragmentation challenges security concerns on the national, regional, and global levels. A distinguished panel of former government officials and academics assessed past experiences, selected case studies, future warning signals, and recommendations for conflict resolutions or strategies
