Potomac Institute For Policy Studies Announces Senior Level Appointments 14 December, 2000 Robert Worley Named Senior Research Fellow and Erin O'Connell to Join as Director of Communications Arlington, Va. - The Potomac Institute for Policy Studies, a policy research institute that provides nonpartisan analysis of technology and technology policy, today announced additions to its research and communications teams. Dr. Robert Worley has joined the Institute as a senior research fellow and Erin O'Connell has been named to the position of director of communications. "The Potomac Institute for Policy Studies is pleased to make these additions to our senior staff. Robert's expertise in strategic and operational command organization and training will add breadth and depth to the newly created Center for Emerging Threats and Opportunities," said Michael Swetnam, president and chairman of the board of the Potomac Institute." In her role as communications director, Erin will enhance the Institute's mission to expand the public dialog in technology policy issues vital to our national security." Dr. D. Robert Worley, who was most recently a research staff member at the Institute for Defense Analyses, has joined the Potomac Institute for Policy Studies as a senior research fellow. Dr. Worley began his defense analysis career at the RAND Corporation analyzing higher echelon command and control, including wargaming and training exercises. Prior to RAND, he managed and directed research and development efforts at the Hughes Aircraft Company, NASA, and University of California at Los Angeles. He served in the U.S. Marine Corps from 1967 to 1971 with one tour in Vietnam. Dr. Worley earned a doctorate in electrical engineering and computer science from UCLA. In addition, he has graduate degrees in government from Johns Hopkins University, national security studies from Georgetown University, engineering from UCLA, and electrical engineering from the University of Southern California. He earned his bachelor's degree in computer science from the University of California at Berkeley. Dr. Worley formerly served on the computer science faculty at UCLA and is now a fellow at Johns Hopkins University's Washington Center for the Study of American Government. He is also a member of the adjunct faculty at George Washington University’s Elliot School of International Relations. Erin F. O'Connell will be responsible for activities related to public relations, newsletter production, collateral material development, event planning, website management and electronic communications. She returned to the Potomac Institute for Policy Studies as director of communications after serving as communications director at ZillaCast.com, a webcasting company, where she was responsible for marketing and corporate communications. Prior to that, she held various outreach positions at Highway 1, a non-profit consortium of high tech companies with the mission of educating government about information technology. She began her career in marketing and public relations at the agencies of Pamet River Partners and Henry J. Kaufman & Associates. Ms. O'Connell graduated from the University of Pennsylvania in with a bachelor's degree in English. The Potomac Institute for Policy Studies is an independent 501(c)(3) not-for-profit policy research institute that provides nonpartisan analysis of technology and technology policy to leaders in government, industry and academia.
