Dr. Dolores Etter to be Honored for DOD S&T Leadership

Arlington, Va. - Leaders from government, industry, and academia will gather to honor Dr. Delores Etter for her outstanding leadership and vision on behalf of the DOD Science and Technology Program at a reception to be held in Dirksen G-11 on Capitol Hill on Tuesday, July 24th, from 5:30-7:30 p.m.

The event is being sponsored by the Aerospace Industries Association, the Coalition for National Security Research, the Consortium for Oceanographic Research and Education, and the Potomac Institute for Policy Studies.

Etter will be presented with an award for her work as Deputy Director of Defense Research and Engineering and the Deputy Undersecretary of Defense for Science and Technology (DUSD(S&T)). Etter is leaving this post to join the faculty of the U.S. Naval Academy as the Office of Naval Research Distinguished Chair in Science and Technology, where she will instruct in the electrical engineering department beginning in August.

"Dr. Etter has been a champion for strong, stable funding of the DOD Science and Technology Program," said Sen. Pat Roberts (R-Kan.), Ranking Member, Emerging Threats and Capabilities Subcommittee of the Senate Armed Services Committee. "She has worked hard to highlight the important role that S&T investment has in ensuring the technological strength of the U.S. armed forces of the future."

In Etter's three years as the DUSD(S&T), she has been responsible for strategic planning, budget allocation, and program execution and evaluation. She has ensured that the National Defense objectives have been met by the $9 billion per year DOD Science and Technology Program. She has also been responsible for oversight of all the Federally Funded Research and Development Centers. In addition, Etter coordinated NATO and other international science and technology collaborative efforts.

Etter has taught in the Electrical Engineering and Computer Engineering Departments at the University of Colorado, Boulder and the University of New Mexico. She was also a National Science Foundation Visiting Professor in the Electrical Engineering Department at Stanford University.

She has received numerous awards throughout her career, including the Distinguished Public Service Award for the Department of the Navy, the Department of Defense Medal for Outstanding Public Service, and the Department of Defense Medal for Distinguished Public Service.

Etter attended Oklahoma State University and the University of Texas at Arlington, and received B.S. and M.S. degrees in mathematics in 1970 and 1972 from Wright State University in Dayton, Ohio. She received her Ph.D. in electrical engineering from the University of New Mexico in 1979.

Last year's S&T leadership award went to Vice Adm. Paul G. Gaffney II, now president of National Defense University.
