Terrorism War Against America 11 September, 2001 Arlington, Va. - Not since Pearl Harbor has America experienced a day of such infamy. Today is reminiscent of 1812 when the continental U.S. was attacked. Not in the history of the U.S. has the American population been directly attacked in this way. The U.S. is now at war. Today's spectacular and devastating attacks in New York City and Washington, DC, underscore the growing reality that international terrorism poses the most insidious and dangerous threat to the U.S. The worst is yet to come unless America significantly steps up its counterterrorism efforts both on the conventional and unconventional levels. It is against this backdrop that the Potomac Institute for Policy Studies has an obligation to educate the public on the nature and intensity of the threat and what can be done to reduce the risk. Priority one is not to panic. Priority two is to repair the damage. Priority three is to prevent further terrorist attacks. Priority four is to mobilize our governmental and civilian capabilities to develop a more effective counterterrorism strategy for the future. The Potomac Institute for Policy Studies established an International Center for Terrorism Studies three years ago and has published some 25 books and scores of studies in this area to date.
