Admiral James M. Loy, USCG to speak on Maritime Homeland Security Strategy 11 June, 2002 WHAT The Potomac Institute for Policy Studies invites you to attend its Executive Luncheon Series featuring Admiral James M. Loy, former Commandant of the Coast Guard, who will discuss "Maritime Homeland Security Strategy." The Coast Guard has been at the very center of developing a national maritime security strategy around five key principles. First, to build Maritime Domain Awareness, the United States must have continuous knowledge of vessels, people, and cargo that operate to and from our ports and coastal waters. This is the most important element of our strategy. Second, to ensure the controlled movement of high interest vessels, we must identify, board, and inspect any vessel that could be used as a weapon of mass destruction. Third, to enhance presence and response capabilities, we need to detect, intercept and interdict potential threats as far out to sea as possible. We must effectively thwart criminal or catastrophic events well before they threaten our shores. Fourth, to protect critical infrastructure and enhance force protection, we must take measures to be consistent with the Administration’s Critical Infrastructure and Protection Program. Fifth, to increase domestic and international outreach, we must strengthen partnerships and strategic relationships at home and abroad. Maritime security is an all-hands evolution. No single agency or service can do it alone. WHEN: Wednesday, June 19, 2002 WHERE: The Potomac Institute for Policy Studies ABOUT THE SPEAKER: Admiral James M. Loy has just retired as the 21st Commandant of the U.S. Coast Guard. Prior to that, Admiral Loy served as the Chief of Staff to the Coast Guard Headquarters. In 1994, he served as Commander of the Atlantic Area and Commander of the U.S. Maritime Defense Zone Atlantic. Admiral Loy entered the Coast Guard in 1964 after he graduated from the Coast Guard Academy with a Bachelor of Science degree in General Engineering. He attended graduate school at Wesleyan University where he earned two Masters degrees in History/Government and Public Administration. He has received a plethora of medals and awards throughout his career, including four Coast Guard Distinguished Service Medals. ABOUT THE EXECUTIVE LUNCHEON SERIES: The Executive Luncheon Series was initiated three years ago by the Potomac Institute for Policy Studies and has hosted many notable experts in a variety of national security fields. The purpose of the series is to keep the Institute and its community abreast of current national security issues, and to allow the Institute to promote an ever-expanding outlook on the application of science and technology and related policy.
