Chief of Naval Research Speaks on the Navy/Marine Corps of 2022 11 December, 2002 Arlington, VA – Rear Admiral Jay M. Cohen, the 20th Chief of Naval Research led the audience at the Potomac Institute today through his vision of the Navy and Marine Corps of the future. The Admiral laid out plans for an all-electric ship calling it the biggest sea change since the conversion from coal to oil or from oil to nuclear power. He discussed: * the recent demonstration of “Hy Fly” the mach 6 missile; * X-Craft – an experimental vessel designed to test littoral warfare concepts; * the Affordable Weapon, a ‘cruise-like’ missile with good performance at a price ten times less than the norm; * “DASL”, a directed energy weapon which will carry the punch of a stick of Dynamite At the Speed of Light; * a half-sized torpedo ‘half torp’ with advanced targeting systems; * and two web-based solutions called ‘Tech Solutions,” a way for sailors to submit their ideas directly to the Office of Naval Research; and NR-STAT, the Naval Research Science and Technology Action Team which is able to respond to fleet and force S&T issues more quickly than ever before. At his direction, the Office of Naval Research (ONR) has opened two new international offices in Australia, and most recently in Chile. Admiral Cohen is also Director, Test and Evaluation and Technology Requirements in the office of the Chief of Naval Operations, and Assistant Deputy Commandant for Science and Technology at Headquarters, U.S. Marine Corps. He assumed his current command in June of 2000.
