Gallington Speaks on Two Important Areas of Intelligence and Security

Arlington, VA—On Tuesday May 13, 2003, Daniel Gallington, a Senior Research Fellow at the Potomac Institute for Policy Studies, spoke as a panel member at the Institute of World Politics in Washington D.C., on “Intelligence Requirements for the 21st Century: A New Mandate for an Assertive, Proactive Intelligence Community.”

The seminar featured a number of strategic thinkers and senior policy makers, and focused on the most pressing intelligence and national security matters. The colloquium was meant to revitalize the strategic mind set concerning the collection, analysis, communication, and organizational structuring of intelligence for the protection and advancement of America’s security interests.

Mr. Gallington discussed two important areas of intelligence and security. (1) Whether the basic structure of the intelligence community, established in the 1970s, is adequate to address the contemporary threats facing our nation. (2) The critical importance of vigilance to counter intelligence issues and relationships, including the ability to protect the nation’s secrets.

At the Potomac Institute, Mr. Gallington leads Project GUARDIAN, a study of the dynamics between civil liberties and national security. Most recently, he served as Deputy Assistant Secretary of Defense for Territorial Security in the Office of the Secretary of Defense, while also serving as Special Assistant for Special Operations and Combating Terrorism to the Under Secretary of Defense for Policy. During the transition of government in 2001, Mr. Gallington performed the duties of the Under Secretary of Defense for Policy and later as the Assistant Secretary of Defense for Special Operations and Limited Intensity Conflict (SOLIC); during this period, Mr. Gallington served as Special Assistant to the Secretary of Defense and Deputy Secretary of Defense.
