Potomac Institute Hosts Seminar on Base Realignment and Closure 21 May, 2004 News Release Contact: FOR IMMEDIATE RELEASE May 21, 2004 Potomac Institute Hosts Seminar on Base Realignment and Closure Arlington, VA -- On May 18, 2004, the Potomac Institute hosted a seminar to explore various issues surrounding the Base Realignment and Closure (BRAC) process entitled “BRAC Process: How the Process Operates.” This seminar features a panel discussion how the 2005 BRAC, both the Secretary of Defense’s process and the BRAC Commission process with proceed. Panelists included Mr. Philip Grone, Principal Assistant Deputy Under Secretary of Defense for Installations and Environment, Mr. Robin Pirie, Former Assistant Secretary of the Navy for Installations and Facilities, and Mr. David Lyles, Former Staff Director of the 1995 BRAC Commission. The speakers reviewed the current state of BRAC, offered examples from previous BRACs (1995 in particular), and evaluated the impact on the military in costs, operations, regional impact. They also offered their views on the current BRAC criteria, how it will be applied, and its effect on the stated goals of transformation, jointness, and interagency operations. This seminar is part of a larger series on BRAC.
