PANEL TO DISCUSS THE COLLECTION OF PERSONAL INFORMATION
AND COUNTERING TERRORIST THREATS

Arlington, VA – On March 30, 2004, the Potomac Institute for Policy Studies, as a part of its Project GUARDIAN study, will host a panel discussion to determine whether it is possible for the government to specifically articulate categories of information it determines relevant to the current terrorist threat. This roundtable discussion is designed to gather information on the relationship and tensions that exist between civil liberties and new technologies in context of the war on terrorism. Featured panel guests include Paul Rosenzweig (Heritage Foundation), Jay Stanley (ACLU), Daniel Gallington (Potomac Institute for Policy Studies), and Kim Taipale (Center for Advanced Studies in Science and Technology Policy).

Project GUARDIAN, started in 2002, recently began its second phase. Through preliminary study status and analysis, it was determined in 2003 that the tension between civil liberties and new technologies has two key components: (1) better privacy, and (2) more effective information sharing. The panel discussions are a tool to gather information from varying points of view on the subject and to help devise logical policy options that take into account privacy and the need for national security.
