                                  Dr. McFate Speaks on “Foreign Adversary and National Security” at Potomac Institute

Arlington, VA – On Thursday, October 21, 2004, Dr. Montgomery McFate, a cultural anthropologist at the Office of Naval Research will speak at this month’s Executive Luncheon sponsored by the Potomac Institute and CIVITAS.   Her topic, “Foreign Adversary and National Security,” will look at the need for greater cultural awareness within the United States military and intelligence communities.   Dr. McFate will discuss the operational limitations and opportunities posed by non-Western adversarial social systems, and propose ways of meeting the challenges and exploiting the vulnerabilities.  

Dr. McFate is the recipient of an American Association for the Advancement of Science (AAAS) Defense Policy Fellowship.  During her 2003-2005 fellowship at the Office of Naval Research, she is facilitating an assessment of how adversary cultural knowledge is being utilized in the national security arena, particularly in the areas of combating terrorism and unconventional operations.  Dr. McFate formerly worked at RAND as a social scientist where she conducted ethnographic research on North Korean culture and society in order to identify social characteristics that could be exploited in operations short of war.  Dr. McFate earned her B.A. from the University of California at Berkley, her Ph.D. in Cultural Anthropology from Yale University, and her J.D. from Harvard Law School.  Dr. McFate's legal background includes an Everett Fellowship at Human Rights Watch Arms Project, where she investigated mercenary violations of international humanitarian law.  Dr. McFate is a widely published author and lecturer.

This luncheon is part of the greater Executive Luncheon Series held by the Potomac Institute.   The Executive Lecture Series was initiated three years ago and has proudly hosted many notable experts in a variety of national security fields. The series is well attended by senior policy officials from industry, academia, representatives from Capital Hill, and government. Included have been presentations on topical issues related to national security. The purpose of this series is to keep the Institute and its associates abreast of current national security issues and to allow us to continue in our ongoing desire to promote an ever-expanding outlook on the application of technology and technology policy.
