Leaders in Science and Technology Honored at Navigator Awards

Arlington, VA – On July 13, 2004, the Potomac Institute for Policy Studies hosted the fifth annual Navigator Awards.   This year’s recipients were Senator Joseph Lieberman (D-CT.), Congressman Dana Rohrabacher (R - CA), and Dr. Donald M. Kerr (Deputy Director for Science and Technology, CIA). Dr. Charles M. Herzfeld was presented with a Lifetime Achievement Award.    The Navigator Awards recognizes those who have made significant contributions to furthering science and technology policy development in the United States.   The event was held at the Willard InterContinental Hotel and was attended by top science and technology (S&T) leaders and government officials.  

Navigator Awards are presented annually to members of the U.S. Congress (one from the Senate and one from the House), a representative from the Administration, and an individual from the private sector.   The Institute believes that honoring these people for their accomplishments is an effective method to ensure the continued understanding of S&T and its growing impacts on government and society. “We hope these men inspire others to lead in science and technology,” said Dr. Dennis McBride, President of the Institute.   Past Awardees include Senator Jeff Bingaman (D-NM), Senator Pat Roberts (R-KS), Congressman Curt Weldon (R – Pa.), Congressman Sherwood Boehlert (R-NY), Dr. Paul G. Kaminski, then Undersecretary of Defense Acquisition and Technology, General Al Gray, USMC (Ret.), Senior Associate at Garber International Associates, Vice Admiral Paul G. Gaffney II, then President of the National Defense University, Dr. Joseph Braddock, Founder of BDM, Dr. Rita Colwell, then Director of the National Science Foundation, Gilman Louie, President and CEO of In-Q-Tel, John Rennie, Editor-in-Chief of Scientific American, and Dr. Anthony Tether, Director of the Defense Advanced Research Projects Agency (DARPA).

Senator Joe Lieberman

Senator Lieberman has focused much of his attention over the past three years to issues of U.S. national security.   He was one of the leaders to push forward the formation of the Department of Homeland Security and encouraged the formation of the special commission to look into the causes of the September 11 th attacks.

Serving in his third term, Sen. Lieberman is Ranking Member and former Chairman of the Senate Governmental Affairs committee.   He is also a member of the Armed Services committee where he serves as Ranking Member on the subcommittee on AirLand Forces as well as serving on the subcommittees on Emerging Threats and Capabilities and Seapower.  

Other areas that he serves in are Environmental and Public Works, where he is a member of the Environment and Public Works committee, and the committee on Small Business, where he is a member of the Small Business and Entrepreneurship subcommittee.  

Senator Lieberman earned both his undergraduate degree and law degree from Yale.   He previously served on the Connecticut State Senate and was the former Connecticut State Attorney General.  

Congressman Dana Rohrabacher

Congressman Rohrabacher (R-CA) has shown a true commitment to preserving and enhancing national security through his work as a Senior Member on the International Relations Committee and on the newly created International Terrorism, Nonproliferation, and Human Rights subcommittee, pushing forward new legislation that provides protection against future terrorist attacks.   Leading the attacks against the transfer of U.S. missile technology to China, Congressman Rohrabacher saw this as a betrayal of national security.   

As Chairman of the House Science committee’s Space and Aeronautics subcommittee, he has pressed for increased funding to research and develop new space transportation technologies.   Under his direction the subcommittee has developed several important pieces of legislation that deal with NASA and the commercialization of space.   Rohrabacher is an advocate of revolutionizing America’s space program and encourages programs that implement measures to make access into space more affordable.

Under his leadership increased funding was given for solar and oceans research through his serving as the Chairman on the Science committee’s subcommittee on Energy and Environment (E&E).   He serves as a member of the Research subcommittee, overseeing functions of both the National Science Foundation and the White House Office of Science and Technology Policy.  

Dr. Donald Kerr, Deputy Director for Science and Technology, Central Intelligence Agency (CIA)

As the Deputy Director for Science and Technology for the CIA, Dr. Kerr has made the Directorate’s mission his mission – “To attack national intelligence problems with effective targeting, bold technical solutions, and superb tradecraft.”   He oversees the development and deployment of cutting-edge technologies that give the United States the intelligence advantage that keeps the CIA and the Intelligence Community a step ahead of the enemy.  

Prior to his appointment to the CIA, Dr. Kerr served as an Assistant Director of the Federal Bureau of Investigation and has held several executive positions in the private industry.   He formerly worked at Information Systems Laboratories, Inc., Science Applications International Corporation, EG&G, Inc., Los Alamos National Laboratory, and the Department of Energy.   Graduating with his B.E.E. in electrical engineering at Cornell University, he went on to earn his M.S. in microwave electronics and his Ph.D. in plasma physics and microwave electronics, also at Cornell.  

Dr. Kerr served as a member of the Director of Central Intelligence’s Nonproliferation Advisory Committee, the Defense Science Board, and the Department of Defense Threat Reduction Advisory Council.   He is a current member of the external review committees for the Los Alamos and Lawrence Livermore National Laboratories dealing with national security and arms control matters.  

Dr. Charles Herzfeld, Senior Fellow and member of the Board of Regents, Potomac Institute for Policy Studies

Aside from his work at the Potomac Institute, Dr. Herzfeld consults for a number of government, commercial, and non-profit organizations.   Focusing on business problems associated with the effective use of technology in their markets, his clients include Los Alamos National Laboratory, Arete, Inc. of Sherman Oaks, Digital Systems International, Sandia National Laboratory, Northrop Grumman Corporation, Defense Advanced Research Projects Agency (DARPA), National Intelligence Council, and Applied Minds Corporation.  

Dr. Herzfeld formerly served as the Senior Consultant to the Director of the Office of Science and Technology Policy (OSTP) in the Executive Office of the President, helping to formulate recommendations to the President regarding national security, defense technology, and counter-proliferation measures.   From 1990-1991, he served as the Director of the Defense Research and Engineering of the Department of Defense, directing the Department of Defense programs in Research, Development, Testing and Evaluations and supervised DARPA.   He has served in many other important positions in both the private and public sector, as well as having served on many committees including the President’s Information Advisory Council (PITAC) National Security Panel, the Council on Foreign Relations, the American Physical Society, and the American Association for the Advancement of Science.   He received his Ph.D. in Physical Chemistry from the University of Chicago in 1951.
