Major General William A. Whitlow New Chief Operating Officer

Arlington, VA -- The Potomac Institute for Policy Studies announced that Major General William A. Whitlow, USMC (Ret.) will begin as the new Chief Operating Officer on July 7, 2004. He will be replacing Lt. Gen. Gregory Newbold who will continue his role as Executive Vice President. The Potomac Institute is elated to have the General join the staff and help oversee the day-to-day activities of the Institute.

General Whitlow was the former Director of the Expeditionary Warfare Division (OPNAV N 75) with the United States Marine Corps and was previously their Director of Public Affairs. With his recent retirement, General Whitlow has been working with The Titan Corporation as their Vice President of Expeditionary Warfare Tactical Services Division.

General Whitlow received a Bachelor of Arts in Education, Master of Arts in Procurement Management, Master of Arts in International Affairs, and Master of Arts in National Security and Strategic Studies from the Naval War College. He was also a MIT Fellow in Foreign Politics and the National Interest.

In 1971 he attended Naval Flight Officer training and was designated a Naval Aviator in July 1972. From then until 1974, he was assigned to the 2nd Marine Aircraft Wing and served with the HMLA-167, HMM-261, HMH 362 and deployed with the 22nd and 24th Marine Amphibious Units. He was assigned to other groups in the following years and in August of 1980 was assigned to the Amphibious Warfare School.

Upon completion of the school, General Whitlow served as the Marine Liaison Officer/Instructor/Squadron Commander at the U.S. Air Force Academy. He graduated from the Command and Staff College in 1985 and in 1989 he attended the Naval War College. He was then assigned as the Aviation Monitor at Headquarters Marine Corps. In 1992, he reported for joint duty with the Department of State. He was assigned as the Commanding Officer of the 15th Marine Expeditionary Force for assignment as the Commanding Officer of the 15th Marine Expeditionary Unit, Commanding General of Task Force Kenya and as Assistant Wing Commander, 3rd Marine Aircraft Wing.

General Whitlow’s military decorations include the Defense Superior Service Medal, Legion of Merit, and the Meritorious Service Medal with gold stars in lieu of a second and third award.
