VADM Thomas Barrett Joins the Potomac Institute as COO and Vice President

Arlington, VA – This week, Potomac Institute CEO, Michael Swetnam, announced the addition of Vice Admiral Tom Barrett, USCG (Ret.), to the Potomac Institute serving as Vice President and Chief Operating Officer (COO).

“ VADM Barrett brings to Potomac Institute a broad range of practical leadership experience in national security, maritime operations, homeland security, systems acquisition, risk management, performance technology, and law,” said Swetnam.   “He has a proven record of developing and applying innovative operational and business practices, partnership building, visionary strategic planning and superb results. This will strengthen Potomac Institute as we continue to identify and aggressively shepherd discussion on the key science and technology issues facing our government and society.”

VADM Barrett served over 30 years with the Coast Guard before joining the Institute.   Vice Commandant since 2002, he was instrumental in increasing maritime security, building partnerships with the Navy and across all levels of government, smoothly transitioning the Coast Guard into the new Department of Homeland Security, expanding Coast Guard intelligence activities, and as agency acquisition executive, overseeing the Deepwater program, the largest system-of-systems acquisition in government.   Over the years, he received numerous decorations and awards including the Coast Guard Distinguished Service Medal, the Legion of Merit, the Meritorious Service Medal, the Coast Guard Commendation Medal, the Vietnam Service Medal, and foreign awards from the Republic of Georgia, Malta, and Argentina.   He received his B.S. in Biology from LeMoyne College and his Juris Doctor with honors from George Washington University.
