March 31, 2005 News Release Arlington, VA – While much of the ongoing and completed work on radio communications and information systems is necessary, it is not sufficient in providing the military with an adequate “Network Centric Operations,” which integrates the military’s network centric enterprise with network centric warfare. On April 13, 2005, at the Potomac Institute for Policy Studies, Dr. Larry Stotts, Deputy Director, Advanced Technology Office (ATO) Defense Advanced Research Projects Agency, will speak on these issues. He will examine some of the challenges facing the community in providing radio communications to enable information systems for successful Major Combat Operations (MCO), Security and Sustain Operations (SASO), and other military operations in the future. He will also discuss additional issues that need to be addressed to better support battle commanders as well as decider-sensor-effector linkages. Dr. Stotts will conclude with a possible way ahead, and highlight new technology options. Prior to assuming his current position as Deputy Director, ATO, Dr. Stotts was the Director for Technology in the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology; previous positions held include Chief Scientific and Technical Advisor and Integrated Product Team Lead for Aircraft, Avionics and Navigation Systems at the FAA, as well as serving as Program Manager, then Assistant Director for Special Projects at the Tactical Technology Office at DARPA, as well as serving as the Associate for Image Processing at the Naval Ocean Systems Center. Dr. Stotts holds a B.A. in Applied Physics and Information Sciences, and a Ph.D. in Electrical Engineering (Communications Systems). He is a published author and holds seven U.S. Patents. Dr. Stotts has been twice awarded the Secretary of Defense Medal for Meritorious Civilian Service, as well as numerous individual achievement awards.
