February 6 , 2007 News Release Contact: Arlington , VA — Dr. Daphne Kamely, most recently of the Office of the Assistant Secretary of the Army for Installation and Environment, has joined the Institute as a senior research fellow. “The Potomac Institute for Policy Studies is pleased to make this addition to our senior staff. Daphne’s expertise in strategic weapon systems and chemical/biological terrorism and warfare will add breadth and depth to the Institute’s research efforts, including those in our International Center for Terrorism Studies,” said Michael Swetnam, CEO and Chairman of the Board of the Potomac Institute. Dr. Daphne Kamely served as the Acting Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health. As Senior Executive Service (SES) manager, Dr. Kamely was the Army Implementation and Compliance Review Manager for Chemical, Biological, Nuclear and Conventional Treaty Verification and Compliance. She was also the representative of the Assistant Secretary of the Army (Installations and Environment) on systems acquisition and budget boards. From 1995 to 2000, Dr. Kamely held a senior fellowship at the Center for Strategic and International Studies, working on science and technology, missile defense and anti-terrorism issues. She was appointed Assistant Deputy Under Secretary of Defense for Environmental Technology in 1993. Prior to that, she was Director of Research and Laboratory Management for the Army. As the U.S. Department of Defense Executive Agent for Chemical and Biological Programs, she served as Biotechnology Advisor and Chairperson on Defense, Interagency and NATO Committees. Dr. Kamely’s other Federal government positions included the Senior Science and Policy Advisor at the Environmental Protection Agency and Biotechnology Research Manager at the National Institutes of Health. Dr. Kamely holds a Bachelor of Science in Physics and Mathematics from the Goethe University in Frankfurt, Germany and a Doctorate in Biophysics from Harvard University.
