Countering Biological Terrorism in the U.S.: An Understanding of Issues and Status

Arlington, VA - Countering Biological Terrorism in the U.S.: An Understanding of Issues and Status presents the results of a Potomac Institute for Policy Studies examination of the current biological weapons threat. The determination of the report is that biological weapons pose a significant and increasing risk, and that the national security strategy of the U.S. is inadequate and inappropriate to counter this type of attack.

Military and civilian experts collaborate in this extraordinary analysis of the threats posed to the U.S. by easily obtainable biological weapons, and the growth of nihilistic terrorist groups who are more concerned with inflicting high fatalities than with attracting public sympathy for their cause. It examines the current strategic environment in which unconventional attacks may be mounted on the U.S. by non-traditional foes. It also reviews the efforts of the U.S. Government to overcome these weapons, immediately detect their use, and develop strategies and specialized response teams for the handling of such emergencies.

Each member of the Countering Biological Terrorism Panel presents a paper in their field of expertise which examines a particular facet in detail, including threat group dynamics, the federal response plan, Pentagon support to civil authorities, social/civil infrastructure, likely pathogens, medical responses, special operations responses, and advanced technologies to overcome the threat and improve civilian medical responses. An introductory chapter also serves to summarize the more important "connective" themes and ideas from individual papers, contributing to a holistic view of this important topic.
