Commercial Success Crucial to Maximizing Military Benefits

New Conclusions on Dual Use

"The national security of the country will hinge increasingly on the use of commercial technologies and equipment for military purposes. This is the only feasible way for the Department of Defense to avail itself of the best technology and products in a timely and affordable way."

This was the central conclusion of a year-long Dual Use Study headed by an experienced Military and Industry Panel of former military officiers and senior industry leaders who conducted their work under the auspices of the Potomac Institute for Policy Studies in Washington, D.C. The Panel was confident that dual use could be broadly applied throughout the DoD by construtively influencing the way "Make-or-Buy" decisions are made at all levels of the military and the defense industry. The Panel emphasized that tremendous gains can be realized by modifying military requirements or adapting commercial products to meet militiary needs when possible. Successful utilization of dual use requires the government to become a better customer for militarily-useful commercial products and processes - including use of innovative approaches to the acquisition process.

The Panel also concluded that the Technology Reinvestment Project (TRP) has made significant progress in establishing a new "mindset" to create government and private sector relatioships, leading to technologies and products that would not otherwise happen.

According to General Al Gray, USMC (Ret.), Panel Chairman: "With education and training and a change in culture, Dual Use could be a primary mode of development and procurement in the DoD…"

The study reaffirmed the importance of commercial leadership in high technology areas vital to the national defense. Partnership and teamwork with industry is essential. Further, these partnerships and teams must operate in a global arena, since cutting-edge technology is not the sole province of the U.S.
