How Should the U.S. Implement Information Sharing? A Discussion on the Executive Order Strengthening the Sharing of Terrorism Information to Protect Americans

Program: In Section 4 of the August 27, 2004 Executive Order: “Strengthening the Sharing of Terrorism Information to Protect Americans”, the President directs the Attorney General, the Secretary of Homeland Security, and the Director of Central Intelligence make recommendations “on the establishment of executive branch-wide collection and sharing requirements, procedures, and guidelines for terrorism information to be collected within the United States, including, but not limited to, from publicly available sources, including nongovernmental databases.” The purpose of this event is to consider the practical implementation of Section 4, the technological, policy and legal means to strengthen information sharing in light of the 9/11 Committee’s findings, and the requirements established in the new Executive Order itself. Important questions to consider include:
