 Every science and technology regulatory policy question is unique in its own way.  Therefore the precise approach taken by RSEC when addressing an S&T regulatory policy question is always uncertain.  What is not uncertain though are the principles every approach we take are founded in.  The success off the RSEC depends on the following principles:

 

 

 

  • Science and technology are needed to support the development of good regulatory policy.
  • Regulatory science is both the science of how regulations are created and the science behind how the tools for implementing these regulations are established.
  • The field of regulatory science is concerned with instilling good science and engineering into the process of developing and implanting useful regulation.
  • The development of sound regulatory policies that help foster the development of science and technology will create a better society.
  • Successful regulatory science and engineering strategies are achieved through proper application of translational science.
  • The RSEC must address two timelines:  Now (addressing regulatory issues happening today), and Shaping the Future (anticipating future regulatory issues based off current science and technology trends)
  • The RSEC products must address regulatory science questions with data-based answers that are based upon the best available science and engineering practices.
  • The RSEC will be transparent in the reasoning behind its positions, whether they are based on personal judgment or are derived from the best available science.

When these principles are properly applied in the development of a strategic study approach for a S&T regulatory policy question, you can be sure the output will be a sound solution founded in the very best regulatory science and engineering practices.
