The Center for Adaptation and Innovation has released an occasional paper on “Naval Maneuver Warfare - Linking Sea Control and Power Projection.” The paper, authored by Gen Al Gray, USMC (Ret.) and LtGen George Flynn, USMC (Ret.), recommends the development of a new Naval Operating Concept (NOC) to better define the linkages between sea control and power projection and to understand the contributions of all warfare elements in the execution of a naval campaign. A NOC would also close the operational concept gap that currently exists between strategy and tactics. The Maritime Strategy of 1984 and all the related supporting actions provide a great example of what is needed now.
